Notice of Intent to Sole Source NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.
The Department of Veterans Affairs, Network Contracting Office (NCO) 12, is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Single Source Purchase Order under FAR Part 13, specifically FAR Part 13.106-1(b), Soliciting from a single source. This notice satisfies the posting requirements at FAR Part 5.101.
The intended Contractor is Press Ganey Associates LLC, located at 1173 Ignition Drive, South Bend, IN 46601. Place of Performance is the entire VISN 12 footprint (Chicago, North Chicago, Milwaukee, Tomah, Iron Mountain, Danville, Hines, Madison). The VISN 12 VA Healthcare System Nursing Department requires a services purchase order for the Nurse Leader Development Program.
The required program consists of 8 areas of education in accordance with the American Organization of Nurse Leaders (AOLN) standards and the American Nurse Credentialing Center (ANCC) to frame course content. The 8 areas of Training will include the following areas of education: Professional practice, ownership and governance, operational management, leadership, people management, planning and development, information management, and quality management.
VISN 12 also seeks flexible training via train the trainer which allows VISN 12 staff the ability to be trained on-site and to obtain licensing for the training material in perpetuity. The program curriculum is designed in modules, thus enabling an organization to provide the curriculum to new nurse leaders in its entirety, established leaders seeking a refresher on specific elements of the curriculum and aspiring nurse leaders that would benefit from selected modules.
The North American Industry Classification System (NAICS) for this requirement is, 611430. The Product Service Code (PSC) is U008. The Small Business Administration (SBA) size standard for this sector is $15 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals or quotes. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice.
Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
