SOURCES SOUGHT NOTICE CARDIOTHORACIC PHYSICIAN ASSISTANT (CTPA) OR ADVANCED PRACTICE NURSE PRACTIONER (APNP) SERVICES The Great Lakes Acquisition Center (GLAC), on behalf of the Clement J. Zablocki Veterans Affairs Medical Center (VAMC), 5000 W. National Avenue, Milwaukee, WI 53295 (hereinafter called Milwaukee VAMC), is seeking contractors to provide Cardiothoracic Physician Assistants (CTPA) and/or Advanced Practice Nurse Practitioners (APNP), herein called Cardiothoracic Advanced Practice Providers (CTAPP), Services.
The projected period of performance will be June 1, 2024 through May 31, 2025, with four one-year options through May 31, 2029. CTAPP Services include assisting in the Operating Room (OR) as the first or second surgical assistant to the attending surgeon, fellow, or resident, helping open and close all incisions pertinent to CT surgery, harvesting veins or arteries using endoscopic techniques, managing patients in clinic, taking call, rounding on selected weekends, changing dressings on surgical wounds, ordering and interpreting diagnostic tests, and prescribing medications within the defined scope of practice.
Services also include assisting in the day-to-day management of patients on the surgical wards and in the ICU, ordering CT/MRI or other non-invasive studies, and miscellaneous PA-related clinical and administrative tasks. Collaboration is required with surgeons and trainees on the CT Surgery Service and may be required with other services as needed (cardiology, medicine, ICU, hospitalist, etc.).
The Milwaukee VAMC desires CTAPP coverage 24/7/365 and is requesting vendors to provide a pool of at least 3 CTAPPs to support the on-site cardiothoracic surgery program. Historically, the Milwaukee VAMC performs 10-15 cardiac and thoracic procedures per month and less than 10 hours per year of after-hours (call-back) services.
CTPAs shall have a current license to practice as a Physician Assistant in a State, Territory or Commonwealth of the United States, or in the District of Columbia, and be Board Certified by the National Commission on Certification of Physicians Assistants (NCPPA). APNPs must possess an active, current, full and unrestricted APN license to practice as a NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia. In addition, all APNPs must maintain a full and current board certification in an area of clinical specialty from one of the following:
i. The American Nurses Credentialing Center (ANCC); ii. The American Academy of Nurse Practitioners Certification Board (AANPCB); or iii. Other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared. CTAPPs must also possess and maintain a current BLS certification through the American Heart Association (AHA) or organization recognized by the AHA. Personnel assigned by the contractor shall also be proficient in written and spoken English (38 USC 7402).
CTAPPs shall have training and experience in endoscopic vein or artery harvesting for coronary artery bypass surgery cases as well as experience in the management of complex cardiac and thoracic surgery patients in the outpatient setting and inpatient setting. It is preferred, but not required, that CTAPPs have two years experience serving as an Assistant in the OR for Cardiac or Thoracic cases.
Personnel assigned by the contractor to perform these services will be subject to credentialing, a National Agency Check with Written Inquiries (NACI Background Investigation), and completion of mandatory training prior to providing services. The NAICS Code for this procurement is 621399; small business size standard is $10.0 million.
This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote/proposal or an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this Sources Sought Notice or the Government s use of such information.
The Government reserves the right to reject in whole, or in part, any contractor s input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice. Supporting documentation must be furnished with sufficient detail to demonstrate the contractor s ability to comply with the above requirements. Information submitted in response to this Sources Sought Notice will not be returned.
