Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VISN 10 intends to negotiate a sole source order under Federal Acquisition Regulation (FAR) 12.101(a).

The VA Ann Arbor Healthcare System, located at 2215 Fuller Road, Ann Arbor, MI 48105 requires an order for a firm fixed purchase order for Respiratory Ventilator units and training for the following items: 15 each Respiratory (NKV330Tran) Transport package of NKV-330 with wheeled trolley, bedrail hook, dual oxygen cylinder holder, circuit arm, waterbag pole, and 8ft DISS oxygen hose.

1 each Respiratory (NKV330 Bio-Med Training School) The VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105 is seeking to upgrade their Respiratory Ventilator units. The non-invasive respiratory units are an intricate part of our veteran care and are life sustaining units.

The Ann Arbor VA currently owns 15 Phillips V-60 non-invasive respiratory units which have reached their life expectancy; no longer being supported by the manufacturer; too expensive to sustain; and not passing preventative maintenance protocols. 7 of 15 units have been removed from service and there are not enough units to manage our Veterans. If not replaced Veterans will be transferred out to the community for care.

The Nihon Kohden NKV 330 Respiratory Unit combines advanced infection control features with comprehensive, flexible respiratory support addressing critical challenges in acute care for our veterans.

The Nihon Kohden NKV 330 Respiratory Unit is the only unit that uses an integrated unit with the Cap-One Non-Invasive Positive Pressure Ventilation (NPPV) mask for direct CO2 monitoring (uses an ultra-lightweight, mainstream sensor for direct exhaled CO2 measurement), which provides faster, more accurate readings directly at the airway. This tool is important to assist with real time trending results of the patient progression to digression in which a quicker decision can be made for critical acute care.

Other CO2 monitoring units use side-stream sampling via airway adapters, which provide delayed and less accurate CO2 readings. The NKV 330-unit platform and interphase is the similar to the current V-60 unit platform and interphase. Since the staff are already competent with the platform and interphase, they will be able to quickly put these units in service and continue to provide direct patient care. Any other brand will require the added delays of learning to operate new platform and interphase.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334510. The FSC/PSC is 6515. The vendor will be Nihon Kohden America, LLC at 15353 Barranca Pkwy, Irvine, California 92618. A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available.
