Bulk Road Salt

This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the interest and capability of any contractor to meet the requirements listed below.

The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10 is seeking sources to provide bulk road salt under a 5-year contract to the Battle Creek VA Medical Center located at 5500 Armstrong Road, Battle Creek, MI 49037. The anticipated period of performance is October 1, 2024, through September 30, 2029. It is estimated that up to 500 tons of road salt will be ordered each year (not guaranteed as usage is dependent on weather).

Each delivery will consist of approximately 30 to 50 tons. Deliveries must be made within 24 hours of notification during the months of October through April. Deliveries will be accepted Monday through Friday 8:00 a.m. - 1:00 p.m. ET. Deliveries must be made via dump truck. Please note this is for bulk road salt only, bagged salt or salt products will not be acceptable. Salt availability must be guaranteed during the entire period of performance.

The associated North American Industry Classification System (NAICS) Code is 325998 All Other Miscellaneous Chemical Product and Preparation Manufacturing, and the Business Size Standard is 650 Employees. Contractors that are capable of meeting this requirement are asked to provide a response via the email address listed below.

Additional information: All contractors must be registered with the System for Award Management (SAM) at https://sam.gov. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and meet the requirements of FAR 19.102. Any contractor that believes they are capable and desires to claim preference for SDVOSB or VOSB status must be registered with the SBA Veteran Small Business Certification Program (VetCert).
