Notice: This advertisement is a Request for Lease Proposals (RLP). The Government will not pay for any costs incurred as a result of this advertisement. The U.S. Department of Veterans Affairs (VA) seeks to lease a minimum of 14.321 to a maximum of 17,185 of American National Standards Institute/Building Owners and Managements Association (ANSI/BOMA) Square Feet (ABOA SF), not to exceed 19,333 Rentable Square Feet (RSF) of Community Based Outpatient Clinic (CBOC) in the area of Idaho Falls, ID.

The location needs to include 100 parking spaces. The requested duration of the lease is 20 years - 10 years firm and 10 years non-firm. During the non-firm term, the VA will have terminination rights. The VA seeks proposals from Potential Offerors who are capable of successfully performing a lease contract, including TI build-out of an existing building or design and construction of a new facility on a VA pre-approved site, as well as all maintenance and operation requirements for the duration of the lease term.

VA will consider leased space located in an existing building as well as land for new construction. The NAICS Code for this anticipated procurement is 531120 Lessors of Nonresidential Buildings. VA makes monthly rental payments in arrears upon facility acceptance.

As for Tenant Improvements, VA may make a single lump-sum reimbursement upon acceptance of the completed space, or amortize these costs over the course of the firm term of the lease. VA makes no progress payments during the design or tenant improvements/build-out phases of the project. The anticipated cost of tenant improvements is between $5 million and $10 million.

2/28/2027 Beneficial Occupancy: after completion of TI and VA’s Acceptance of the Space Delineated Area: To receive consideration, submitted properties must be located within the following area described below, which is bound by the following roads, or must front on any of the following boundary lines: In the Idaho Falls metropolitan area starting at the intersection of E Lincoln Rd and Ammon Rd, go south on Ammon Rd to W 49th S, go west on W 49th S to 129 S, go north on 129 S to W Sunnyside Rd, go west on W Sunnyside Rd to Outlet Blvd, go north on Outlet Blvd which becomes Belin Rd, continue on Belin Rd to Grandview Dr, go east on Grandview Dr which becomes Route 20, continue on Route 20 until the exit for Science Center Dr, go east on Science Center Dr which becomes E Anderson St, go east on E Anderson St which becomes Lincoln Rd, continue on Lincoln Rd which becomes E Lincoln Rd, continue on E Lincoln Rd until you reach Ammon Rd, which is back at the starting point.
