Biostatistical Consulting and Data Analyst for VA Clinical Science Research Pre-Solicitation Notice of Intent to Sole Source

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a one (1) year base period and three (3) annual option year periods with the University of California, San Diego, 9500 Gilman Dr, La Jolla, CA 92093 to obtain biostatistical consultation and data analyst support for Posttraumatic Stress Disorder (PTSD) research study for the VA Puget Sound Health Care System, Seattle, WA.

Due to the Universities specialized expertise in this area, the University of California is the only vendor that can provide qualified personnel, including an advanced biostatistician investigator, labor, equipment, tools, materials, supervision, and other items necessary to support advanced biostatistical research and analytic services to the VA investigators in order to meet the objectives of the multisite research study.

Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 541690 with a $19 MIL size standard. The PSC is AN12. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
