Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs Salt Lake City Medical Center (SLCVAMC), intends to negotiate a sole source contract for a one (1) year base to include four (4) option years with Pearson Inc, Pearson, Inc. is the only vendor that can provide neuropsychological and cognitive test kits and protocols required for research are copyrighted measures that are used in research.

Since the intent is to procure this on a sole source basis, no solicitation will be posted for this requirement. The applicable NAICS code is 323117 with a 1,250 in size standard. The PSC is 6515. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals.

However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to rachael.talbott@va.gov, no later than Tuesday, September 24, 2024, 12:00 PM, EST. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
