Pre-Solicitation Notice with Intent to Sole Source Quantitative Cardiac MRI Software-Medis Suite

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate a sole source contract for Quantitative Cardiac MRI Software-Medis Suite with Medis Medical Imaging System Inc. for the Greater Los Angeles VAMC. The requirement is for the procurement of Quantitative Cardiac MRI Software-Medis Suite.

Medis Suite is the only known quantitative MRI software that provides automated quantification of hemodynamic forces and advanced quantification of cardiac function. Medis Suite was used in preliminary research, and for data compatibility and continuity in ongoing research studies, Medis Suite use needs to continue. Medis Medical Imaging System is the manufacturer and only known distributor of its proprietary Medis Suite.

Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities. The applicable NAICS code is 541519 with a $34M size standard. The PSC is 6515. The authority for this action is FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive quotes.

However, any responsible source who can provide an equivalent product with the features described above, and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Thursday, September 5, 2024, 1:00 PM, EDT.
