Pre-Solicitation Notice with Intent to Sole Source Research Support Services for VAntage PILOT

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs, Minneapolis VA Medical Center intends to negotiate a sole source contract for a one (1) year base period to include three (3) option years with Christie A. Patten, PhD, to obtain expert research services in support of the ongoing VAntage PILOT research project for tobacco cessation.

Dr. Taylor has a PhD in Clinical Psychology with years of research focusing broadly on developing and evaluating culturally responsive behavioral tobacco treatments and enhancing the reach among diverse populations. Dr. Taylor conducted the original studies that provided the basis for the VAntage PILOT project. The current VA research team and Dr. Patten developed the VAntage PILOT project and its protocol in 2020, and continuity of expert services is needed for its ongoing research.

Christie A. Patten is the only known vendor that can provide the specialized research services required. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities. The applicable NAICS code is 541715 with a 1,000 employees size standard. The PSC is AN11. The authority for this action is FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements.

This is a notice of intent and is not a request for competitive quotes. However, any responsible source who can provide an equivalent service with the features described above, may submit a capability statement to the contracting office no later than Wednesday, August 7, 2024, 11:00 AM, EDT. Interest/capability statements which specifically detail how your service meets the requirement may be sent to Shannon Hukriede at shannon.hukriede@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
