Pre-Solicitation Notice with Intent to Sole Source: Statistical Analysis services of Dr. M. Gallagher for Boston Health Care System/Jamaica Plains

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a one (1) year base to include three (3) option years with Dr. Matthew Gallagher, Ph.D., located at 4025 Case St, Houston, TX 77055 to assist in the statistical analysis on data related to a Veterans Affairs grant, called The Efficacy of a Brief Alcohol Motivation Enhancement Therapy (MET).

It is a pre-group intervention for Veterans receiving group treatment for Intimate Partner Violence (IPV) perpetration through the Strength at Home program. Dr. Matthew Gallagher is a Professor of Clinic Psychology at the Texas Institute for the Measurement, Elevation, and Statistics at the University of Houston. Dr. Gallagher s area of research and experiences are in measurement, methodology, meta-analysis, and modeling longitudinal trajectories of change.

This includes transdiagnostic treatments for Post-Traumatic Stress Disorder (PTSD) and anxiety disorders. Dr. Gallagher has previously provided statistical services on Strength at Home program that resulted in three professional publications. Dr. Matthew Gallagher is the only vendor that can provide the specialized continued research services required. Since the intent is to procure this on a sole source basis, no solicitation will be posted for this requirement.

The applicable NAICS code is 541690 with a $19MIL size standard. The PSC is AJ13. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
