Research Equip - Neurogen Brain Balancing LIP-tES System - BOSTON | EDA: 5/5/2024

The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with NEUROGEN BRAIN BALANCING, LLC. The requirement is for the procurement of the NEUROGEN BRAIN BALANCING System.

The requirement is for a NEUROGEN BRAIN BALANCING System to record neurophysiological electrical activity and deliver electrical pulse trains (all components that make up this system) to the Boston VA Medical Center, Research and Development Service, Boston, MA 02130-4817. This procurement shall be inclusive of shipping and handling charges (FBO Destination).

This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements and VHAPM Part 813.106-1(b), Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that NEUROGEN BRAIN BALANCING, LLC is the only contractor/entity that can provide this specific service and equipment needed by the Research and Development Service at BOSTON VA Medical Center.

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Thursday, April 25, 2024, (12:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
