Lipidomic Sample Processing

Description The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with University of Cincinnati. The requirement is for the procurement of RBC Fatty Acid Analysis for the Bronx VAMC. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements.

This is because the Government asserts that Univ of Cincinnati is the only contractor that can provide this specific requirement needed by the R&D Laboratory at Bronx VA Healthcare System. Specifically, the characteristics of the the service that are unique are as follows:

The University has the required equipment to review and breakdown the analysis which is needed. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation (quote) to the Contracting Officer no later than Saturday, 2/16/2024, (12:00 PM, CST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
