Reprocell Clinical Grade Seed Clone

The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with REPROCELL U.S.A., INC.. The requirement is for the procurement of a custom clinical grade seed clone line. The requirement is for the contractor to provide service and ship clinical grade seed clone to the Atlanta VA Medical Center, Research and Development, 1670 Clairmont Road Decatur, GA 30033-4004.

This procurement shall be inclusive of shipping and handling charges (FBO Destination). This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements and VHAPM Part 813.106-1(b), Other Than Full and Open Competition less than SAT for Open Market Items.

This is because the Government asserts that REPROCELL U.S.A., INC. is the only contractor that can provide this specific service and equipment needed by the Research and Development Service at Atlanta VA Medical Center. This notice of intent is not a request for competitive proposals.

However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Thursday, February 29, 2024, (12:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
