Presolicitation Notice 5 Minute Consult Subscription The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing, commercial, off-the-shelf, web-based electronic journal collection. This requirement is for 5Minute Consult Subscription that will be made available throughout the VA healthcare system. This notice serves as the notice of the proposed contract action in accordance with Revolutionary FAR Overhaul (RFO) 5.101 and RFO 5.201.

The solicitation will be issued Request for Quotes (RFQ) set-aside 100% for Small Business concerns conducted in accordance with RFO Parts 12. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office s Contract Specialist via email at andrew.allen6@va.gov. Telephone calls will not be accepted as a part of this notice.
