This notice is in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 5.2. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 09, hereby provides notice of its intent to award a sole source, firm-fixed price contract for the product/service listed below to a self-certified small, disadvantaged business, Contemporary Product Solutions Inc. The contract is awarded under the authority of FAR 13.106-1(b) Soliciting from a single source and FAR 13.501(a) sole source acquisitions.

A Sole Source Justification for Other Than Full and Open Competition has been prepared. The contractor will provide the product/service listed below to the place of performance listed on the cover page of this notice. This solution is the brand name Progamill PM7 System by Ivoclar due to many specific qualities which best meet the service’s needs. Currently, the dental clinic has three 3Shape Intraoral scanners that is used to scan intraorally, with two more requested in this package, titled DS Complete Rest.

Bundle with Scanner as listed above. The additional scanners are for lab use. The clinic/facility would have to purchase costly, additional scanners to work with the Coritec mill as the 3Shape scanners work with the PM7 system. The Coritec system is currently not approved for use on the VA’s Enterprise network. The PM7 system has been approved by the IT team via TRM and gold imaging standard to securely and effectively work on existing the VA network.

The requested design software (approved for use on the VA network and needed to fabricate the final product/denture) is the Ivotion Denture Library. This works with the 3Shape scanners we currently have. The Ivotion Denture Library has not been tested on the Coritec mill, and there is no indication it or any other system would work with the 3Shape scanners. Purchasing different additional scanners would create significate backlog, work stoppage, increased community costs, and decreased access to the clinics.

The PM7 milling unit requires fundamental equipment to properly operate, a modular dryer and an oiless compressor. Both the modular dryer and oiless compressor have been purchased in FY24, which was purposed planned and prepared over two years ago, to outfit the PM7 unit and have been delivered to the Knoxville Dental Clinic site Market research did not identify any domestic sources to supply like, kind, and quality items to that of the PM7 system.

Market research identified a mandatory SAC contract (36C10G25D0008) for Imes-Icore Coritec 250i Pro+. However, further evaluation determined that this item could not meet the needs of the service. The PM7 System consists of hardware and software components that are capable of producing multiple make one-piece dentures (monolithic dentures) which are more sustainable and a more superior (stronger) product for Veterans.

Other systems have a two[1]piece option which means teeth must be added or have individual teeth milled and glued individually into the denture base which causes teeth to become more likely to break off or fall out than a complete denture made from one piece which involves no gluing.

The requested equipment, PM7 from Ivoclar, can produce up to 8 single arch dentures and 4 complete dentures using an automated/carousel mechanism that does not require manpower to physically remove a completed arch in order to start another. Other mills, such as the Imes Icore, use a single-action mechanism which requires physical manpower to change each completed product in order to mill another. The PM7 can complete one denture arch in 72 minutes where other systems can take upwards of 4 hours for one denture arch.
