The contract is expected to be awarded under the authority of 41 U.S.C.

3304(a)(1), as implemented by FAR 13.106-1(b) Soliciting from a Single Source. A Justification for Single Source is completed and attached. The anticipated award dated is January 14, 2025. The Tennessee Valley Healthcare System (TVHS) Veterans Affairs Medical Center (VAMC) York Campus in Murfreesboro, TN has requested services to train and install main switchgear and high impedance relay upgrade.

Schneider Electric IT Mission Critical Services Inc., performance as a leader in the electrical installation and repair industry. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used. These characteristics are:

Developing programs for relays, complete demolition, and installation Developing general control schematics that are adequate for the switchgear operation Specific training directly for specified products routinely used at TVHS Develop an as-built single line diagram/drawings of the main switchgear Budgetary Data Recovering and entering historical data into a different system would take invaluable time, manpower and resources. There will also be a learning curve if new software is purchased which will inevitably result in the loss of data in the transfer. New processes and procedures would need to be put into place which are inefficient and costly.
