NOTICE OF INTENT TO SOLE SOURCE - SECURITY DEVICES SOLOPROTECT DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

Responders are solely responsible for all expenses associated with responding to this RFI. UNITED STATES DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE 9 NOTICE OF INTENT TO SOLE SOURCE On behalf of VISN 9, Network Contracting Office (NCO) 9 intends to award a firm-fixed price task order against SoloProtect, US General Services Administration Federal Supply Schedule (GSA FSS) contract 47QSWA19D007T for procurement of the following:

Soloprotect Monitoring Service Item# 977 Qty 550 Soloprotect Add-on check in/Check out # 977CS Qty 550 Soloprotect Add-on Man-down (Incapacitation) item# 977MDS Qty 550 The anticipated statutory authority permitting limiting the source for the requirement is FAR 8.405 6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

VISN 9 requires a security solution to ensure safety of personnel in the work field alone. Monitoring devices for remote work employees who enter Veterans homes is essential. The device and monitoring already exist in the facility and with personnel. These devices are a unique tool which helps allocate responsibilities, clarify ownership, and ensure comprehensive safety measures. The safety devices are tailored to the personnel that are working alone.

This acquisition is anticipated to take place on or about March 1, 2025. The period of performance will be for one base year and four option years. The intended procurement will be classified under North America Industry Classification System (NAICS) 334290 with a small business size standard of 800 Employees. This notice of intent is not a request for offers.

However, all responsible sources may submit a capabilities statement that proves by the preponderance of the evidence that another contractor can provide a different solution that has current interoperability with the Veterans Health Information Systems and Technology Architecture (VistA) while achieving the above stated requirements and the requirements stated within the attached statement of work. All capability statements received by the closing date of this synopsis will be considered by the government.

A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Ramona Bonness, Ramona.bonness@va.gov. Capability statements are due not later than 1100 CT on January 30, 2025. No phone calls will be accepted.
