NOTICE OF INTENT TO SOLE SOURCE The Department of Veteran s Affairs Tennessee Valley Healthcare System intends to award a sole source firm-fixed price contract to the American Red Cross for the delivery of blood and blood products in accordance with the statement of work attached to this notice. The contemplated contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 USC 3204(a)(1).

This notice of intent is not a request for competitive quotes; however, all quotes/responses received by the deadline specified in this notice, in accordance with FAR 5.203, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
