The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source purchase order for Alaris Support Program Software. The Alaris System Maintenance Software is diagnostic software that provides a technical guide for the Alaris Health System, including diagnostic, preventative, and update procedures. This software maximizes the functionality of the Alaris Health System.
This technology utilizes a vendor-provided proprietary database and the Microsoft Structured Query Language (SQL) Server database for data storage. The Software Management Services for the Alaris System enhances the value of the existing Alaris System and the Alaris Systems Manager.
Inclusive to the Alaris System are software enhancements covering the whole Guardrails Suite MX and the Alaris Systems Manager, support ranging from remote monitoring of the Alaris Systems Manager to technical support for the Alaris System. Software Management also boasts a powerful collection of data and analytics tools and services.
This package allows facilities to leverage and optimize their investment to help the hospital staff enhance patient care and safety, as well as to support the integration and implementation of future products.
The proprietary letter from the OEM states CareFusion Solutions, LLC , a wholly owned subsidiary of Becton Dickinson and Company (BD), is the exclusive manufacturer of Alaris® products and software including Guardrails® Point-of-Care Software, Alaris® Pump Module, Alaris® Syringe Module, Alaris® PCA Module and Next Generation Alaris® PC Unit. CareFusion Solutions, LLC/BD has not authorized any other company to provide Software Management Services on the Alaris System users.
The software is proprietary technology and not provided to 3rd parties for the purpose of providing software maintenance. The contract is expected to be awarded in accordance with FAR 13.106-1(b)- Soliciting from a single source. The anticipated award date is March 31, 2024. NAICS code: 541519 SBA Size Standard $34.0 Million of Dollars PSC: DB10 IT and Telecom - Compute as a Service: Mainframe/servers THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES.
However, interested parties may identify their interest and capability to respond to this requirement within seven calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued.
Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE 36C24924Q0163 in the subject line. All documents submitted will not be returned.
All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Carmen Hanczyk, Contract Specialist, by email at Carmen.Hanczyk@va.gov NO LATER THAN Feburay 15th 2024 @ 11:00AM CST. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
