Preventive Maintenance Services for Catalytic System at the Generator Farm at the VA Caribbean Healthcare System

The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 (NCO-8) intends to negotiate a sole-source Blanket Purchase Agreement (BPA) under the authority of the Revolutionary FAR Overhaul (RFO) 12.102(b) and 12.201-1(e)(3). The associated NAICS code for this service is 811310 with a size standard of $12,500,000 and PCS Code J045. The identified vendor is A.T.M.

Sales or Service Incorporated, the original equipment manufacturer (OEM) exclusive authorized service provider for TRIM-NOX SCR in Puerto Rico. The Facilities Management Service (FMS) requires Preventive Maintenance Services for the Catalytic System at the Generator Farm at the VA Caribbean Healthcare System.

The BPA holder shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items, and non-personal services necessary to perform preventive and corrective maintenance services to TRIM-NOX SCR Catalytic System at VACHS as defined in the Performance Work Statement (PWS). This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available.

Respondents must provide clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than July 31, 2026, at 10:00 AM (Puerto Rico local time) to Baryan Sierra at baryan.sierrapierluissi@va.gov.
