Subject: Notice of Intent to Award a Sole Source Purchase Order to a Service Disabled Veteran Owned Small Business (SDVOSB)

Requirement:

Physicist Survey of Radiation Equipment Agency: Department of Veterans Affairs, NCO 8 West Palm Beach, FL The Department of Veterans Affairs, Network Contracting Office (NCO) 8, intends to award a sole source purchase order to a verified Service Disabled Veteran Owned Small Business (SDVOSB) in accordance with 38 U.S.C. 8127(b) and VAAR 819.7008.

The requirement is for Physicist Survey of Radiation Equipment, including annual radiation physics quality assurance inspections for diagnostic imaging systems (x ray, ultrasound, MRI, PET/CT, and nuclear medicine equipment). These services must be performed by a qualified diagnostic medical physicist trained and credentialed to ensure compliance with ACR and MQSA standards. The VA intends to award to:

LBT Diagnostic Radiation Physics Consulting Ltd. SDVOSB Verified Total 5 Year Value Estimate Base + 4 one Year options : $309,000.00 A sole source award is authorized because: LBT is a verified SDVOSB capable of meeting all technical and regulatory requirements. Under 38 U.S.C. 8127(b), the VA may award directly to a SDVOSB when the Contracting Officer determines the price is fair and reasonable, and the award is below the Simplified Acquisition Threshold (SAT) or within VAAR 819.7008 thresholds.

The contractor has demonstrated successful performance on prior VA contracts for identical services. Market research confirms that LBT Radiation Physics meets all technical requirements and is capable of immediate performance. This notice is not a request for competitive offers. No solicitation is available. Any capability statements received may be evaluated solely for the purpose of determining whether to conduct a future competitive procurement. However, the Government intends to proceed with this SDVOSB sole source action unless it is determined that other SDVOSB vendors are capable of meeting the requirement.
