Special Notice Special Notice Page 3 of 3 *= Required Field Special Notice Page 1 of 3 The VA Network Contracting Office 8 (NCO-8) intents to issue a single source procurement to The American National Red Cross, who is the FDA registered and licensed entity to provide biological products for the geographical area where the ordering facility is located.
Proposed supplies/commodities contract is for Blood Products and Blood Components, for a period of performance consisting of a base period of eight months, plus four one-year option periods. Due to the nature of biological products being highly regulated as pertaining to public health, an FDA registered entity is required.
The applicable NAICS code for this acquisition is 621991 with a business size standard of $40.0 Million and PSC/FSC 6506. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1(b). This is a notice of intent to award a single-source procurement action and is not a request for competitive quotes. No solicitation package is available.
Firms who want to challenge the single source must show clear and convincing evidence of their capability to provide the products, and that competition would be advantageous to the Government. Responses are to be submitted via email to Aurea Gonzalez Aurea.Gonzalez@va.gov no later than January 21, 2025, at 10:00 AM AST (Puerto Rico Local Time) A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NCO-8 will not provide any reimbursement for any costs associated or connected with providing any capabilities information.
