FY25: Data Innovations Instrument Manager Intent to Sole Source

The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8 intends to negotiate a sole source contract under the authority of FAR part 8.405-6(a). The associated NAICS code for this service is 541519 with a size standard of $34.0M and PSC Code 7A21.The identified vendor is Four Points Technology, Inc. as equipment manufacturer authorize representative.

The contractor shall Data Innovations Instrument Manager Software Support for licenses 333373 and 334412. A service contract for a base year and four (4) one-year options is anticipated and shall be awarded. Four Points Technology, L.L.C. is the only authorized vendor to provide availability of patches, updates, enhancements and new versions of the software compatible with Vista applications covered.

They have the qualified personnel, access to manufacture software maintenance publications and proprietary diagnostic software that is not available to 3rd party vendors. Furthermore, Data Innovations has established a Small Business reseller partnership with Four Points Technology, Inc. ( Four Points ) to meet the needs of the VA throughout the US, about SDVOSB set asides. Four Points currently provides contract administration services to many Instruments Manager customers across the VA.

They are currently the only authorized SDVOSB reseller of DI Products to the VA, and Data Innovations recommends them. Furthermore, Nasa/Goddard Flight Center awarded a contract to Four Points Technology, Inc. sole representative for Data Innovations LLC products and services on the NASA SEWP V Contract #NNG15SD22B, Group B SDVOSB.

All quotes and invoices will be issued on behalf of Four Points Technology, Inc. Orders are to be issued to Four Points Technology, Inc. All business will be conducted in accordance with the SEWP V Contract. To comply Government-wide procurement instrument SWEP V Contract- Category B, Group B, Amount $20.0B, NNG15SD22B. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available.
