The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) intends to negotiate a sole source contract with Venergy Group, LLC of Fort Pierce, FL to provide repair services to three boilers that are operated by the Hays Cleveland Control Systems (Refer to ATTACHMENTS A). These systems were installed in years 2011 and 2012 at the Orlando VA Medical Center at Lake Nona located at 13800 Veterans Way, Orlando, FL 32827. This Notice of Intent is not a request for competitive quotes.
No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements, it must furnish information as well as references from other customers providing repairs of the same Hays Cleveland Control System.
The Hays Universal Programmable Automation Controller (UPAC) provides an operator interface for each boiler control, steam header pressure control loop, deaerator tank and condensate tank level controls, feedwater pump sequencer, condensate transfer pump sequencer, and various plant-wide flow and pressure monitoring. The boiler plant workstation is supported by a Supervisory Control and Data Acquisition (SCADA) General Electric (GE) Cimplicity based graphical SCADA software package.
After a site survey, it is determined that the Plant Master control panel containing the six control functions listed above is considered a single-point failure that will shut the plant down upon loss of power to the control panel, ceasing all steam generation. Separating the various subsystems such as the tank level controls, and pump controls, and returning the operator interface to the individual boilers, will result in a sensible and secure system that cannot be shut down by a single failure.
The feedwater pump sequencer in the plant master is not being utilized, and pumps are turned on manually by the operator with the Manual / Off / Auto selector switches on the plant master panel. NCO 8 anticipates awarding a Firm Fixed Priced purchase order for a one-time service repair. This procurement is being conducted in accordance with FAR 13.106-1(b)(1)(i), Soliciting from a single source.
The applicable North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 Million. This Notice of Intent is not a request for competitive quotes.
No solicitation documents are available; however, Contractors are encouraged to join us on Microsoft Team on April 23, 2024, from 11:00 AM to 12:00 PM for discussions by dialing +1 872-701-0185, phone conference ID: 185389336# or emailing Contract Specialist Jesus M. Carrillo no later than 2:00 PM April 19, 2024, for a meeting invite on April 22, 2024. If a firm believes it can meet the requirements it must furnish information about its services, as well as references from other customers.
Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Submit responses to Contract Specialist, Jesus M. Carrillo, jesus.carrillo@va.gov, and  Contracting Officer rohan.mckenzie@va.gov no later than 2:00 PM, EST April 30, 2024. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, NCO 8 will proceed with the sole source negotiation with Venergy Group, LLC.
