Parata Systems LLC Pre-Packager (VA-26-00055570)

NOTICE OF INTENT TO SOLE SOURCE. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and it s not a request for competitive quotes/proposals.

The Department of Veterans Affairs, Network Contracting Office (NCO) 07, Dublin VA Medical Center, 1826 Veterans Blvd, Dublin, GA 31021 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source requirement under FAR Part 6.103-1 for restricting competition on this procurement. Only responsible Available Source and no other Supplies or Services will satisfy Agency requirement.

The contractor is Parata Systems LLC, 106 Roche Drive, Durham, NC, 27703. Place of performance is Dublin VA Medical Center, 1826 Veterans Blvd, Dublin, GA 31021. The contractor shall provide, deliver, install, and maintain a fully operational Parata Pre-Packager system to support pharmacy operations within the Carl Vinson VA Medical Center Pharmacy on 1826 Veterans Blvd, Dublin, GA 31021. The system shall support unit-dose and/or multi dose medication packaging to enhance efficiency, accuracy, and patient safety.

All Services shall be performed by manufacturer trained service engineers. Parata Systems, LLC. is the only source for required proprietary software, installation, integration, training, and preventive maintenance services. The vendor has proprietary software that is not offered or authorized to third party vendors.

A sole source letter was received from Parata Systems service department which states that Parata doesn t authorize third-party vendors to service Parata equipment due to proprietary hardware and software, to include software updates. This contract also requires remote access to perform diagnostics for expedited service/repair of the ATV2, which is a highly specialized system. All software patches and a manufacturer s maintenance service plan. All warranties and guarantees on the system are voided if an unauthorized third-party vendor is engaged.

After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.

Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. No proprietary, classified, confidential, or sensitive information is included in this response. The Government reserves the right to utilize any non-proprietary technical information in the development of any resulting solicitation(s).

Market research has determined that no other manufacturer s automated tablet packaging system is compatible with the existing Parata infrastructure without requiring significant modifications. Such modifications would result in duplicated costs, disruption to established pharmacy workflows, and potential risks to patient safety.
