NOTICE OF INTENT TO SOLE SOURCE NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.
The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located at 215 Perry Hill Road, Montgomery, Al is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Delivery Order under FAR Part 8, specifically FAR Part 8.405-6(a)(1)(B), Only One Available Source. This notice satisfies the posting requirements at FAR Part 5.101. The intended Contractor is Abbott Laboratories located at 100 Abbott Park Road, Abbott Park, IL 60064-3500.
Place of Performance is Tuscaloosa VA Medical Center, Tuscaloosa, Al 35404. The Tuscaloosa VA Healthcare System laboratory requires an i-STAT instrument and chemistry and immunoassay test cartridges. Abbott Laboratories is the exclusive manufacturer of the i-STAT System and its associated test cartridges.
The impact of not having this analyzer is that patients test results are slower than required for such services as Critical Care Unit, Operating Room, Cardiac Catheterization, Imaging and Emergency Room and no other vendor would not meet regulatory requirements for test reporting for this requirement. The contractor shall provide the Tuscaloosa VA Medical Center with FDA approved i-stat brand name chemistry analyzers and immunoassay analyzers needed to perform Clinical Chemistry and Immunochemistry testing.
All work is to be performed in accordance with the guidelines established by Federal, State and local ordinances, with the FDA and manufacturer s guidelines, and with all terms, conditions, provisions, schedules and specifications provided herein. The Tuscaloosa VA Medical Center needs primary and secondary chemistry and immunoassay analyzers, and supporting equipment, to conduct a variety of tests on a Cost Per Reportable Results (CPRR), including all calibrators, etc. lease.
This will be a firm-fixed price per test Task order. The North American Industry Classification System (NAICS) for this requirement is 334516, Analytical Laboratory Instruments Manufacturing. The Federal Supply Class (FSC) is 6630, Chemical Analysis Instruments. The Small Business Administration (SBA) size standard for this sector is 1,000 Employees. This notice of intent is neither a formal solicitation nor a request for competitive proposals.
No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
