QUESTIONS AND ANSWERS 1. There are only 3 locations that require 2 trips daily the Trident location in North Charleston, the Naval Weapons Station on NNPTC Circle in Goose Creek, and the North Charleston CBOC on 6450 Rivers Ave in North Charleston. The line item in the bid doc is asking for 508 each of the unit price which means that they are looking for pricing for 2 trips per day. That will overstate the bid by several thousand dollars because the previous Base +4 Medical Courier Contract had less trips to make.

What was the cost of the final full option year of the previous contract? $199,700.00 How many drivers/vehicles are currently used to service the current contract?
Four drivers with one Coordinator/back-up driver. What is the vehicle size currently servicing this location? See Performance Work Statement (page 13) James Island Annex 325 Folly Road, James Island SC: (Page 20) Deliver/Pickup instructions on this site include a Lab pickup, however Delivery Instructions back to the VA only include delivery back to the mail room. Can you confirm the items for pickup from this location please? There is no lab pickup at this location. Naval Weapons Station (Goose Creek CBOC)
NNPTC Circle, Goose Creek, SC 29418: (Page 21) Can you please advise if this location requires additional credentialing for a driver to access the site/pickup area? Yes. Access will be coordinated between the employee, Administrative Officer (Patriel Gause), and Base Security. Eye Clinic/Sleep Lab 7 South Alliance Drive, Goose Creek, SC 29418: (Page 22) This site has no delivery instructions back to the VA.
They can be extrapolated using other site s intended destinations for like items, but it would be nice to have that confirmed and added here if possible, please. This location is currently in the activation process; details will follow. 3. Who is the incumbent service provider and the award number?
Coresivity, 36C24724P1266 On page #12 section B.3 DELIVERY SCHEDULE QUANTITY 25.00-Disregard typo  DELIVERY DATE -Period of Performance- December 28, 2025 through December 27, 2025 this information is listed on the front page of the SF1449 Can you please clarify pickup address and the drop off location- this information is outlined in the Performance Work Statement 4. Are each of the VA CBOC clinics and facilities looking for their own individual courier or are all of the sites corporately looking for one offer or to submit a bid? This is an entire package and will not separated.
I currently reside in the Atlanta area and I am very interested in the Georgia affiliated sites but I want to know if my company would also be required to manage the other sites as well. 5. Is it mandatory to have 1,500 employees to satisfy the contract? Must be a SDVOSB Am I able to service 1 or 2 areas (based out of Atlanta), with my current employee count of 160? See response to question #4 6. Is the quantity number a fixed number or will it vary?
FIXED PRICE The courier service from Charleston to Hinesville, GA to Savannah, GA to Charleston; this time constraints is very tight considering it will take approximately 2 hours and 31 minutes to get to Hinesville, GA and then approximately another 38 minutes to Savannah, GA with approximately 1 hour and 58 minutes to return back to Charleston by 6:30 pm during rush hour traffic.
Is it possible that the courier service can be split to Charleston to Hinesville, GA back to Charleston and Charleston to Savannah, GA back to Charleston due to the time. This route requires multiple drivers to meet time. What was the total value of the prior contract? $399,400.00 based on a two-year contract. Is there a bond requirement if so, what amount is it? No bond requirement 7.  Could you clarify any particular requirements for the handling of medical specimens or controlled substances during transit?
Must have training on HAZMAT, Infectious Control, and Medical Courier recognized by state and federal regulations for proper handling and transport of specimens. (See 6C Lab Specific requirement) What specific record-keeping standards and documentation (e.g., chain of custody for medical supplies) are required to ensure compliance? Must supply a log including date/time of pickup; pickup and drop-off locations, nomenclature of items, drop off date/time, and person receiving.
How flexible are the pick-up and delivery schedules, and are there penalties or incentives associated with on-time performance? (PWS See page 5-6 Pickup and delivery schedule) The times listed in the Performance Work Statement are set to the needs of each location. Any deviations will need to be coordinated with the location point of contact; only with unforeseen traffic issues. Personnel issues will be immediately reported to the COR.
What are the expectations for service continuation in adverse weather or emergency situations? Communication will be from the COR to the vendor on any emergency weather issues or other Forces of Nature. Â Can you clarify the billing structure? For example, is it purely per delivery, or are there base rates plus additional charges? Billing will be completed monthly and invoice will be submitted through Tungsten based on the CLINS performed.
Can you confirm if there is a specific weighting or priority among the evaluation factors (e.g., is price more important than technical approach or vice versa)? Past performance and then price How will past performance be evaluated? You will be ranked on your past performance that you submit with your offeror. Are specific types of prior contracts or results valued more highly?
No Would the VA consider proposals that offer additional features (e.g., real-time tracking, environmental sustainability initiatives) as part of the evaluation? Not a factor 8. Are we required to include our past performance with our proposal or are our past performance in CPARS adequate? Yes, see below in BOLD.
