The Department of Veterans Affairs, Network Contracting Office 7, on behalf of the Tuscaloosa VAMC at 3701 Loop Rd, Tuscaloosa, AL 35404, hereby provides notice of its intent to negotiate on a sole source basis with Zegler LLC, located at 1946 Mountainbrook Drive, Cottondale, AL 35453. The rationale for the sole source acquisition is that Zegler LLC is a Service Disabled Veteran Owned Small Business (SDVOSB) that is capable of completing the B1 Flooring Replacement.

This requirement includes replacement of existing flooring and wall base for new flooring and wall base, and modifications and replacements are to address the disrepair of the existing flooring.

This acquisition is anticipated to take place on or about April 30th, 2024. In addition to the VetCert search results and the knowledge of the market/industry known to the contracting and the requiring activities, the intent to use a sole source SDVOSB in accordance with FAR 6.302-5 and VAAR 806.302-570(a) and (b) is sufficient. This action is in accordance with 38 U.S.C. 8127 and VAAR 819.7008.

The intended procurement will be classified under North American Industry Classification System (NAICS) code 326220 with a small business size of $45 million. THIS NOTICE OF INTENT IS NOT A SOLICATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement. All capability statements must be received no later than 10:00 AM ET on April 1, 2024. Responses to be submitted to Gregory Snyder, Contract Specialist, at Gregory.snyder@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
