FAR 52.212-2 EVALUATION OF QUOTATIONS: The Government will award a single contract, resulting from this solicitation to the responsible offeror, whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers:

Technical: Clearly define for each line item whether the Brand Name or an Equal item is being quoted. If/When an Equal item is quoted, does the offeror clearly demonstrate the product (s) quoted will meet or exceed all salient characteristics of the Brand Name item(s)?
