HOLOGIC PANTHER SUPPLIES & CONSUMABLES IDC SALISBURY

NOTICE OF INTENT TO AWARD SOLE-SOURCE The Department of Veteran Affairs, Health Service Area (HSA) 2.1, Network Contracting Office 6, located in Hampton, VA 23667, intends to negotiate a new Indefinite Delivery Contract (IDC), sole source, Firm-Fixed Price contract for the acquisition of reagents, consumables, supplies, and maintenance services.

This contract will support the Fayetteville Coastal VA Health Care System (HCS), Richmond HCS, and Salisbury HCS, in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source.

This purchase will be made under Acquisition of Commercial Products and Commercial Services as authorized by Revolutionary FAR Overhaul (RFO) 12.102(a) (Deviation OCT 2025), and Other than Full and Open Competition as authorized in Revolutionary FAR Overhaul (RFO) 16.202 This is not a request for competitive offers and no solicitation is available.

Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract to Hologic Sales and Service, LLC, 250 Campus Drive, Marlborough, MA 01752-3020;

Hologic is the Original Equipment Manufacturer (OEM) and the sole authorized source for all reagents, assays, consumables, supplies, and service required for the government owned Hologic Panther Diagnostic Systems used by Fayetteville Coastal HCS, Richmond HCS, and Salisbury HCS.

No distributors or third party manufacturers are authorized or able to provide compatible products for the Panther platform, as all diagnostic consumables are engineered and validated exclusively for Hologic instruments. To maintain compliance with national operating standards and ensure uninterrupted testing, the HAS 2.1 Pathology & Laboratory Medicine Service must procure these proprietary items and OEM support directly from Hologic.

Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
