The Salem VA Medical Center (VAMC), Salem, Virginia, is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Upgrade HVAC System Phase II project # 658-19-104. The result of this market research will contribute to determining the method of procurement.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238220 Plumbing, Heating, and Air-Conditioning. Work includes general construction, alterations, selective demolition, and certain other items as indicated in the drawings and specifications for Project 658-19-104 Replace HVAC Phase II.
This project will remove five (5) existing AHUs and replacement with three (3) new AHUs and supporting equipment in 2H and 2J Specialty care Clinics in Building 143. Project includes demolition of all radiant panels throughout the second floor of Bldg 143, repair/upgrade/replace duct work and all other associated components to provide an air handling and distribution system complete with a zoned VAV system with reheat coils. THERE IS NO SOLICITATION AT THIS TIME.

If so, how many years of experience?
Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity:
1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
3) Implement a successful project management plan that includes compliance with tight program schedules; cost containment, meeting and tracking performance; hiring and retention of key personnel, and risk mitigation. BASED ON THE RESPONSES TO THIS SOURCE SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SERVICE-DISABLE VETERANS-OWNED SMALL BUSINESSES (SDVOSB) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
