INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office (NCO) 6, Hunter Holmes McGuire Veterans Affairs Medical Center (VAMC) intends to enter into a sole source procurement with Becton, Dickinson & Co., One Becton Drive, Franklin Lakes, NJ 07417. NAICS 325413 In-Vitro Diagnostic Substance Manufacturing will be used. The proposed contract action is for the customer support of the Richmond VAMC s existing Becton Dickinson (BD) Bioscience FACSLyric Flow Cytometer system.

To support the purchase of the Richmond VAMC s new Flow Cytometry Antibodies and Reagents Consumables. The Government intends to solicit to only one source under the authority of FAR 13.106-1(b), Soliciting from a single source. The contract is anticipated to be for a one-time delivery. This notice of intent is NOT a request for quotation.

Interested parties may identify their interest in the requirement and capabilities to Natasha.Hawkins@va.gov no later than 11:59 PM EST, 30 September 2025. Telephone inquiries will not be accepted. All information shall be furnished at no cost or obligation to the government. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM items only.

No remanufacture or gray market items will be acceptable as replacement parts. Vendors claiming to provide the above products shall be an OEM authorized dealer, authorized distributors, or authorized reseller for the proposed alternate antibodies and reagents consumables necessary for this procurement, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. No solicitation will be made available.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to complete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
