Bray Series S70 Model 70-131 Actuator and Installation INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 6, in Hampton, VA, intends to award on a Sole Source Award to a Certified Service-Disabled Veteran-Owned Small Business basis, to Swain Enterprises to support the Charles George VA Medical Center (CGVAMC) in Richmond, VA for the Bray Series S70 Model 70-131 Actuator Part and installation for a Chiller Bypass.

Period of Performance is one job from date of award up to October 31, 2024. Justification for this sole source procurement is in accordance with FAR 6.302.

The chiller by-pass piping requires a chiller bypass actuator (Bray S70 70-13000svh/ds Actuator, Model 70-131, 2nd to largest size) for the full functionality of the chiller by-pass connection to the chillers and the Trane Tracer Building Management System which maintains the chilled water loop pressure throughout the facility to ensure proper chilled water flow and temperature. Swain Enterprises LLC installed the chiller by-pass piping and valve.

As the original installer of the chiller bypass piping, chilled water valve, and electronic controls, Swain Enterprises is familiar and competent to provide the part and replacement/installation of the inoperable system in an expedient manner being in Virginia. Please note, this notice of intent is not a request for competitive quotes. Solicitation documents are not available and telephone requests will not be accepted.

However, any business who believes it can meet the requirements and possesses relevant past-experience and expertise may give written notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; However, Government determination not to compete the proposed acquisition, based upon responses of this notice, is solely within Government discretion.
