The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price Contract for Third Party Commissioning Services with Commanders Concepts Commissioning, LLC. in accordance with 41 U.S.C. 152(3) as implemented by FAR 13.106-(b). This is not a request for competitive offers and no solicitation is available.

Market research has determined that these services are immediately available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of 10 Sep 2024 to Commanders Concepts Commissioning, LLC., 1173 Research Way, Forest, VA 24551, Cage Code 787D0. This is an Emergency Sole Source Procurement for Third Party Commissioning Services for the Asheville VA Medical Center.

The Commissioning Agent is responsible for the overseeing of the Asheville Operating Room commissioning process to ensure that the construction contractor is performing in accordance with their contract with regard to the building the environment IAW with the contract documents, design documentation, drawings, and specifications.

Currently the Construction Contractor is planning to close ceilings and walls of the newly built portions of the building and the Agency is in immediate need of these critical inspection services. Any additional delay for standard acquisition practices would result in grave financial detriment to the US Government and its associated taxpayers as well as additional delays in restoring the Asheville VAMC Operating Rooms to an operational status to avoid needless continued outsourcing to local area hospitals.

This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it can meet the Government's requirement, it may identify their interest and capability to the Contracting Officer by no later than 9 Sep 2024 9:00 AM EDT by contacting Keith Hunter via e-mail at Keith.hunter@va.gov. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted because of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
