Special Notice Special Notice Page 7 of 7 Special Notice *= Required Field Special Notice Page 1 of 7 INTENT TO SOLE SOURCE: Pyxis Knowledge Portal Service Subscription This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action.

Louis A. Johnson Veterans Administration Medical Center intends to negotiate/award a sole-source contract to Carefusion Solutions, LLC due to the proprietary nature of the equipment. The contract will be a Firm Fixed award. The statutory authority for this noncompetitive acquisition is FAR 13.106- 1(b) as implemented by FAR 6.302-1. The North American Industrial Classification System (NAICS) code for this procurement is 541519, and the Product Service Code (PSC) is J065.

The Department of Veterans Affairs intends to solicit and award an Open Market Sole Source Firm Fixed award for a Service Subscription for Pyxis Knowledge Portal for the Louis A. Johnson Veterans Administration Medical Center located at 1 Medical Center Drive, Clarksburg, West Virginia 25704. CareFusion Solutions, LLC, a wholly owned subsidiary of Becton Dickinson and Company (BD), is the exclusive manufacture and provider of Pyxis products and services and the sole company capable of performing installation and maintenance.

BD does not currently have any authorization or certification process in place for companies performing service or maintenance on Pyxis equipment. Any service or maintenance performed by a third-party vendor, other than our Field Service Technician Affiliates, would render null and void any existing warranty and be unsupported by CareFusion Solutions, LLC. BD, as the manufacturer, offers maintenance and many other services to support BD Pyxis products.

Additionally, BD does not currently provide any authorization to allow acquisition of leased Pyxis equipment through a third-party vendor. Becton Dickinson Pyxis Knowledge Portal service Salient Characteristics: Shall provide access to data and key performance indicators to help optimize devices and standardize hospital policies.

Shall provide a single access point to analyze data across a health system Shall provide reporting for multiple source systems (products) such as Pyxis MedStation system, Pyxis Anesthesia system, Pyxis CII Safe system and Pyxis Logistics. Shall provide unlimited user access based on user role and privilege. Secure user and password authentication can be leveraged across the health system or at the individual hospital.

Shall be an extension of the reports that reside on the Pyxis MedStation Console and Pyxis ES Server. Shall provide an analytical view of aggregated data and retrospective reporting. Shall be customized based on specific threshold indicators and policy values which are accessible within the Maintenance section of the product.

All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence and provide an Authorization Service Letter from BD/Carefusion Solutions, LLC the Original Equipment Manufacturer (OEM) by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government.
