INTRODUCTION: The Veterans Health Administration (VHA), Network Contracting Office 5 (NCO 5), is issuing this request for information (RFI)/sources sought notice in order to identify sources that have the resources and capabilities to provide a Chapel Musician/Vocalist/Pianist to support the ministry services required to care for Veteran patients at this medical center facilities. This request for information/sources sought notice is for planning purposes ONLY.
The results of this market research will assist in the development of (1) the final requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice.
GOVERNMENT REQUIREMENT: Per VHA Directive 1111 (Section 2, Background), the opportunity for religious worship must be made available to each patient who desires such opportunity. Music is an integral part of religious worship in many faith traditions, and especially in those worship opportunities most frequently requested by our Veteran patients.
A musician competent to provide a full range of music for these worship opportunities (primarily Christian but not exclusively so) as well as support for civic ceremonies that include a spiritual component (public memorial services, national days of prayer, etc.) and occasionally in support of Veteran families (funerals, weddings), is necessary to provide the religious worship opportunities required by VHA Directive 1111. The Musician will maintain a cooperative relationship with the medical center patients and staff population and comply with VA regulations and policies.
STANDARDS: Work to be performed mainly on the weekends, with some weekdays, between the hours of 8:00 a.m. to 4:30 p.m., this may include some Federal Holidays. Vendor must have a musical degree with a music major or it s equivalency; ability to read music, arrange, transpose, and play the piano by ear.
Vendor must be able to meet the professional certification requirements of the American Guild of Organists, the National Association of Pastoral Musicians Basic Piano Certificate, or similar certificate demonstrating proficiency with sacred music in a worship setting. Vendor is to provide all necessary transportation, and proof of ability to play the piano. Ability to play other common musical instruments used in worship will also be a factor in consideration. (Contractor may be required to schedule a meeting to demonstrate ability for the VA Contracting Officer/Chaplain Team prior to award).

Approximate cost estimate to perform the work described per event (events can last between 1-2hr.) Events have been identified in Government Requirement section above. Likewise, you are encouraged to suggest a CLIN structure that should be used in the future contract (e.g., unit price per event, per service, per performance). NOTE* the estimates shall not be used as an official quote. This is for market research purposes ONLY and a Request for Quote (RFQ) shall follow this source s sought posting at a later date.
