Notice of Intent to Sole Source - Increase Modification Increase Task Order No. 36C24524F0059

In Accordance with (IAW) the Federal Acquisition Regulation (FAR) Subpart 5.2Â - Synopses of Proposed Contract Actions, the Department of Veterans Affairs, Washington DC VA Medical Center (DCVAMC) has a sole source requirement to modify Task Order Contract 36C24524F0059 with SSPC LLC. IAW FAR Clause 52.212-4 CONTRACT TERMS AND CONDITIONS COMMERCIAL ITEMS (OCT 2018) (c) Changes - Changes in the terms and conditions of this contract may be made only by written agreement of the parties.

The DCVAMC Engineering Program has a need to modify the existing task order contract to increase 2-line items for Option Years 1, 2, and 3 of the current task order. The increase is to retain the incumbent contractors for the Senior Architect/Engineer and Mechanical Engineer currently working at the DCVAMC. Each option year shall not exceed 12 months of services.

It is estimated at the total contract value (all three option years 1,2, and 3) shall be increased by $626,000.00, roughly $200,000.00 increase yearly to retain the incumbent contractors . Sole Source Justification SSPC Joint Venture, VetCert Veteran Small Business Certification (sba.gov) verified Service-Disabled Veteran Owned Business, has a current Indefinite Delivery Task Order Contract to provide engineering and construction support services to the Washington DC VA Medical Center (DCVAMC).

These services include; Architectural Engineer, Civil Engineer, Structural Engineering, Electrical Engineering, Mechanical Engineering, Estimating, Scheduling, Safety, Construction Administration, Environmental Engineering and Claims support for the understaffed projects section at the DCVAMC. The incumbent staff bring a combined 81 years of experience in their profession to the DCVAMC.

The loss of the incumbents will negatively impact the VA s current projects and operations causing major delays to the projects, and result in substantial duplication of costs to retrain new personnel.

Their knowledge of the DCVA s specific tasks, processes (i.e. VA computer software and databases) and procedures (i.e. Quality Control Inspections, Safety Inspections, Contract Package Submissions, Construction Documents reviews, etc.) is critical to DCVAMC, and the time needed to retrain new staff would cause unacceptable delays to projects, overwhelming amount of devoted training time, and substantial duplicative cost that the Government would not expect to recover in the process.
