In Accordance with (IAW) the Federal Acquisition Regulation (FAR) Subpart 5.2Â - Synopses of Proposed Contract Actions, the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Medical Supply Program Management Office (MSPO) has a sole source requirement to modify Contract 36C24521P0650 with EMERGENCY CARE RESEARCH INSTITUTE ECRI INSTITUTE IAW FAR Clause 52.212-4 CONTRACT TERMS AND CONDITIONS COMMERCIAL ITEMS (OCT 2018) (c) Changes - Changes in the terms and conditions of this contract may be made only by written agreement of the parties.
MSPO will be modifying the existing contract to add 2 additional line items for Option Year 3 and Option Year 4. Each option year shall not exceed 12 months of services. The total contract value shall be increased from $571,151.59, by $420,078.00, for a new contract total of $991,229.59.
The services provided by the vendor are proprietary, and, if not modified, the government would expect substantial duplication in cost and unacceptable delays in fulfilling the agency s requirements that is not anticipated to be recovered through competition. Â Sole Source Justification The programs currently being offered and proposed by ECRI to VHA Medical Supply Program Office (MSPO) include Supply Guide and Functional Equivalents, the major components of each of these proprietary services is unique in the marketplace.
ECRI is the only source capable of providing complete and comprehensive one-stop resource center for MSPO including 24/7/365 access to an exclusive suite of tools that provide product comparison, market research and analysis, price benchmarking, safety alerts and recalls, technology evaluations and guidelines, problem reporting, technology presentation, example policies and procedures, PM procedures, incident investigation resources, training, and user support.
ECRI is the only company to offer a full comprehensive system. ECRI enhances and facilitates rapid healthcare medical product management, risk management, patient and staff safety, regulatory compliance relevant to improving the quality of medical services and products. ECRI web-based tools are resources are the only available product line that meets the VA s requirements.
There are no available distribution networks or small businesses that can provide this level of service required by the VA, thus ECRI is the only firm capable of providing the comprehensive subscription tools, features and services in one platform. Examples of these unique program s features are outlined below:
Supply Guide: Comprehensive medical-surgical supply and implant procurement advisory service with evidence-based comparative evaluations, price benchmarking data, and market analytics to drive supply chain savings on your consumables and physician preference items.
Functional Equivalents: A trusted, unbiased resource to identify functional equivalents for medical-surgical supplies and implants. Service includes product comparisons, integration with the Supply Guide database, and on-demand custom analyses.
Utilization Analytics: an add-on module to Supply Guide, identifies large savings opportunities and improves patient care by benchmarking product usage of medical surgical supplies against that of peer organizations and those within your health system to identify best/worst performers and inform your best practices. With Utilization Analytics, you can pinpoint elevated purchase quantities which could indicate at risk situations.
You can also access ECRI s trusted guidance, including Technology Snapshots and clinical best practices, to assist in developing a corrective action plan ECRI is the sole, proprietary provider of the unique research, and analyses, offered through the mentioned membership programs, and holds the copyright, or other necessary proprietary rights, to the published materials provided via these membership programs.
