Page 3 of 6 INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a contract for Pathology Synoptic Reporting Software for the Pittsburgh VA Medical Center. All work is to be completed in accordance with statement of work. This sole source contract will be solicited and negotiated with MTUITIVE INC., 586 Strawberry Hill Road, Centerville, under the authority of FAR 13.106-1 Single Source Justification. See attached Draft Statement of Work (SOW).
The North American Industry Classification System (NAICS) code for this procurement is 541519. The Small Business Administration (SBA) size standard is $34M.
Interested vendors that can meet this requirement, shall identify their interest and capability, and respond to this notice by 01/13/2025 by 15:00 PM EST. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, ueiSAM Number, Socioeconomic Category, brief description of your business entities capability to handle this project at the Lebanon VA Medical Center. This Special Notice of Intent to Sole Source is for planning purposes only.
No solicitation will be made available. This is not a request for quotations. All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to the Contracting Specialist at christa.stine@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely at the discretion of the Government.
If no responses are received, Contracting will proceed with the sole source negotiation with Progenics Pharmaceuticals, INC. STATEMENT OF WORK Pathology synoptic reporting software User Licenses -PGH This Statement of Work is for the pathology synoptic reporting software User Licenses for the Pathology and Laboratory Medicine Service, Anatomic Pathology Department at the VA Pittsburgh Healthcare System, University Drive Campus, Pittsburgh, PA 15240. 1. Contract Title: Pathology synoptic reporting software User Licenses 2. Background: The department of Pathology and Laboratory Medicine requires software user licenses for synoptic pathology reporting that offers data to an interpreting clinician in an easy-to-read format with medically consistent terminology.
The Anatomic Pathology synoptic reporting software takes College of American Pathologists or CAP required data and checklists that are significant findings in pathology cancer cases and combines the data in single repository to aggregate data for comparison with peer groups of other hospital facilities for monitoring cancer cases and provide synoptic reporting which will help pathologists improve performance and outcomes of cancer patients.
This software will support the workflow of the Anatomic Pathology department and will require software maintenance and support during regular working hours. The hardware requires warranty coverage in case of failure.
3. Scope: The contractor shall provide the Pathology synoptic reporting software User Licenses installation of software and training needed for synoptic pathology reporting. The contract will be a base year plus 2 option years with the base year starting 2/1/2025. Customer support available M-F (8am-5pm) Sat-Sun (for urgent issues only).
4. Performance Period: The period of performance 02/01/2025 to 2/29/2028 (Base plus two options). Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer Representative (COR).
5. Place of Performance: On-site service of delivery of Pathology synoptic reporting software User Licenses and installation of software and training needed for synoptic pathology reporting will be performed in the location at VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15204 6. Performance Monitoring: The government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The COR will monitor Pathologist user satisfaction to ensure contractor is meeting requirements.
7. Delivery: Delivery shall be on 2/1/2025. The Software and accessories shall be delivered to the VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240; Attn; Warehouse. Biomedical Engineering will need to perform a safety check and enter the equipment into the system for annual Preventive Maintenance (PM) checks.
8. Additional Requirement: a). The vendor shall register into Symplr for any employees who will be onsite for installation, training, or service. 1. https://www.symplr.com/ b). The vendor will supply records of Influenzae vaccine, COVID vaccine or negative test within one week of site visit and PPD skin test for tuberculosis for any employees who will be onsite. c). The vendor will complete HIPPA training for any employee who will be onsite.
9. Security Requirements: If working on-site, contractor will be required to comply with physical security guidelines by either checking in with the VA Police each time they come on-site to perform contracted services or by obtaining a VA Contractor ID badge from the VA Police. VA ID badge must always be worn while on VA premises.
