06 June 2024 Diesel Fuel System:

QUESTION: Please confirm the drawings showing the electrical panel and Veeder Root on Details C3 and C6 on Sheet M-101 of the drawings have the panels reversed. It currently shows electrical going to the Veeder Root and the communications going to the electrical panel.

RESPONSE: The electrical and Veeder Root panels are correctly labeled in Details C3 and C6 on Sheet M-101 of the drawings. The electrical and communication lines are stacked vertically (wall mounted) inside the building, they are depicted spaced for ease of viewing on the drawing (mis-labeled inside the building only).

QUESTION: The SOW indicates installation of an Atlas 9153K dispenser and Detail C9 on Sheet M-101 indicates installation of an Atlas 9853K. Please note that Gasboy has phased out these models and the equivalent models are the Atlas X 9153G and 9853G. Please clarify which dispenser you are requiring for the project.

RESPONSE: The AtlasX 9853G shall be provided as the updated model to the 9853K as called out on the design plans and specifications as basis of design for this project.

QUESTION: The specified UDC for the dispenser (identified as a OPW DS-1120 on Detail C9 on Sheet M-101) does not have the same footprint as the new Atlas X dispensers, which have a larger footprint. Would an equivalent Bravo UDC be acceptable? Should the UDC be plastic or fiberglass (fiberglass recommended)?

RESPONSE: An equivalent Bravo UDC, matching the updated Atlas dispenser footprint would be acceptable. Fiberglass would be an acceptable substitution.

QUESTION: Can the Islander Prime be equipped with wireless technology rather than hard wired (as the Islander for the gas tank is specified)? If the Islander must be hard wired, would it require CAT 6a (per Sheet Note 3 on Drawing E-101) or CAT 6e per the SOW? If the Islander must be hard wired, where is the Building 12 Telecom Room Cabinet located? It is not shown on the drawings.

RESPONSE: Yes. See response to Question number 10. CAT 6A. The Building 12 IT Closet is currently under construction as part of the EHRM Project. It will be located in Building 12. QUESTION: Please confirm we are to provide a new submersible pump per Detail C6 on Sheet M-101. If so, should this be fixed or variable speed?

RESPONSE: Confirmed, provide a new submersible pump per Detail C6 on Sheet M-101. Fixed speed based on manufacturer recommendation per AtlasX 9853G dispensers.

QUESTION: Please confirm we are to provide a laptop computer and router for Building 14 per Sheet Note 6 on Drawing E-101. If so, are there any specifics to the requirements of this equipment?

RESPONSE: Confirmed, provide a new laptop computer and router compatible an in accordance with manufacturer requirements to function with installed system. Laptop shall be capable of running the software to track the fuel usage.

QUESTION: We understand that the intent is to reuse the existing 4 containment piping between the UST STP sump and UDC. If new 2 product line cannot be installed in the 4 containment piping and the containment piping required replacement between the sump and UDC, would removal of the concrete above the STP and replacement of the containment piping be considered a contract modification?

RESPONSE: 7) Should the piping conduit be unsuitable for reuse, the contractor would need to submit an RFI with justification for any possible contract change.

QUESTION: 8) Because the product line to the dispenser and the UDC are topographically lower than the STP sump and leaked fuel would not drain to the STP sump, an anti-siphon valve should be installed in the STP sump. Please confirm that bidders should include an anti-siphon valve.

RESPONSE: 8) A replacement sensor must be installed in the UDC to match the existing condition. A Leak in the product line would be detected by the UDC sensor. An anti-siphon valve is not required. For both Gasoline and Diesel Fuel Systems:

QUESTION: 9) For the Islanders, should this be equipped with an RFI key fob/card reader or would it be manually used with keypad?

RESPONSE: 9) The unit shall be equipped with a Mifare Tag Reader and Magnetic card reader per spec section 23 10 00 2.5 F - 2 d. QUESTION: Is the intent for the Islanders to simply turn on/off the dispensers or is the intent to acquire/record data? If data acquisition/recording is not required, would a simpler FMU (e.g., Gasboy Site Prime) be acceptable? If data acquisition/recording is desired, are we to include the Gasboy EKOS system (one-time setup fee then monthly charge of $179)? Would the VA pay the monthly charges? If not, how long should the contractor pay for the EKOS service?

RESPONSE: Yes, intent for the Islanders to simply turn on/off the dispensers. A simpler FMU e.g. a Gasboy Site Prime is acceptable.

QUESTION: We understand that the existing Veeder Root systems (inclusive of the console, wiring, sensors, and probes) are to be removed and existing communication conduits are to be reused for the new wiring. If the new wiring cannot be pulled through the existing conduits and these needed to be replaced, would these be considered a contract modification? Note that for the diesel UST this would require all or partial removal/replacement of the concrete pad above tank to access the interstitial monitor riser pipe handhole and the STP sump for the ATG probe and the liquid sensor.

RESPONSE: Should the conduit be unsuitable for reuse, the contractor would need to submit an RFI with justification for any possible contract change.

QUESTION: Drawings E-101 and E-102 indicate we are to install new electrical wire for the pumps within existing conduit. If we are unable to reuse existing conduit to pull the new wires and the conduit needed replacement, would this be considered a contract modification? Note the panel for the gas tank is remote from the tank location.

RESPONSE: 12) Should the conduit be unsuitable for reuse, the contractor would need to submit an RFI with justification for any possible contract change.

QUESTION: The Gasboy systems are currently on a 8 to 10-week lead time (which could increase between now and NTP. Can the POP be increased to 180 days to account for submittal approval and lead time for the specified equipment?

RESPONSE: The POP (Period of Performance) is a term relegated to Service contracts only, we will not use that term with a performance contract. The Schedule can be modified per formal submission of contractor s logistical constraint extension request to the CO. QUESTION: The E-stops for both tanks are push-pull type, which are out of code (push only allowed). Should the contractor include replacement of these?

RESPONSE: 14) Yes, the E-stops being out of code, should be replaced to meet current code per SOW.

Gasoline System:

QUESTION: 15) Whenever pumps are replaced on tanks, PA Labor and Industry requires and inspection of the systems, which requires proper tank labelling and E-stop signage be clear. The labelling on the tank and E-stop sign are faded. We also recommend pressure washing and repainting the tank. Should the contractor include these in their bid.

RESPONSE: 15) The final complete system must pass the PA Labor and Industry required inspection of the system.

QUESTION: 16) The face on the clock gauge is broken and its function is unknown. Should replacement of the product level gauge be included by bidders?

RESPONSE: 16) See Response #15. The final complete system must pass the PA Labor and Industry required inspection of the system. The damaged clock gauge shall be replaced as a part of this project.

QUESTION: 17) We recommend the gasoline product piping be new for the installation of a new pumping unit. The first valve after the suction line exits the tank a 90 would be needed then a SS ball valve prior to any other valves. Currently the gate valve third after the 90 and in front should be a fire valve and anti-siphon as existing. I would also replace the solenoid as part of age and again good practice.

RESPONSE: 17) Good practice is required per Spec and FAR. Piping and valves are called to be replaced on contract drawing M-102.

QUESTION: 18) Is a pulser required for the Atlas 9823K dispenser (such that the Islander would be able to track fuel dispensed for data acquisition/recording purposes)?

RESPONSE: 18) Yes, a pulser is required, see Response number 10.
