This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. This pre-solicitation notice is for Solicitation Number 36C24226B0059, Project Number 632-23-112, for the Replace Roofs and Repair Facades Buildings 6 and 7 at the Northport VA Medical Center located on 79 Middleville Road, Northport, NY 11768. This project will be 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB).
Competition for this procurement is restricted to verified SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) Contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in SBA's Small Business Search (https://search.certifications.sba.gov/) and https://www.sam.gov. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, size standard: $45 million. IAW VAAR 852.219-10, the VIP-listed SDVOSB.
Prospective Contractor will not pay more than 85% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, to firms that are not VIP-listed SDVOSBs. The magnitude of construction for this project is between $5,000,000 and $10,000,000.
SCOPE OF WORK: The Scope of Work shall generally consist of, but not limited to the following:
The Department of Veterans Affairs (VA), NCO 2, Northport VA Medical Center, is seeking highly qualified construction firms to perform full roof replacement and repair of historical brick and stone facades at Building 6 and Building 7. Building 6 is fully occupied, and work will be phased in four stages to limit impact to one side of the building at a time.
Building 7 is mostly vacant except for the basement level, and work can be completed in a single phase while maintaining protected exit access from the basement. The project includes complete roof replacement at both buildings, including flashing, fascia boards and trim, soffits, drip edges, underlayment, and shingles, along with replacement of deteriorated roof sheathing where required.
Facade work includes repair of distressed brick masonry (cracking, spalling, bowing, and mortar deterioration), repointing to match existing mortar, replacement of damaged cast stone water table sections and windowsills, and stripping, cleaning, and refinishing or replacing window lintel support angles.
Additional work includes reconstruction of the main entrance stair and support walls at Building 7, replacement of storm drainage and site drainage systems including new yard drains, catch basins, and underground piping with associated regrading and landscape restoration, and abatement of asbestos-containing materials as indicated on the drawings.
PROJECT COMPLETION: Contractor to start immediately after receiving the Notice to Proceed and complete required work in 400 calendar days. Prospective contractors must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document.
