NOTICE OF INTENT TO SOLE SOURCE ONLY This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs intends to award a sole source contract to C & I USA JV, LLC under statutory authority FAR 6.302-1.

In accordance with FAR 6.302-1, as this requirement will be a continuation of a prior project, it would be in the best interest of the government to award a sole source contract to C & I USA JV, LLC. However, all responsible sources may submit a capability statement demonstrating their ability to provide the requested services. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.

The Government will not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before August 8, 2025, at 4:00 pm Eastern Time by sending an email to yingjie.yeung@va.gov.

Background and Objective: In 2024, the Department of Veterans Affairs issued Contract 36C24224C0054, project 630-24-102 to C & I USA JV, LLC to install sidewalk sheds for the VA Medical Center New York Campus Buildings 1, 3, and 6.
