JERON Nurse Call System for East Orange VA Medical Center - Intent to Sole Source

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(5), 38 U.S. Code 8127(c), as implemented by FAR 6.302-5 - Authorized or Required by Statute. It is NOT a request for competitive offers, proposals, quotes, or capability statements.

The Department of Veterans Affairs, Network Contracting Office 02, on behalf of the East Orange VA Medical Center (VAMC), intends to award a sole source, firm-fixed price contract to Standard Communications, Inc. for the procurement of a JERON Provider 790 Nurse Call System for the Spinal Cord Injury Unit at East Orange VA Medical Center.

This Call System is already installed and in use throughout the East Orange VAMC and the Spinal Cord Injury Unit is the sole remaining unit within the facility that has yet to have their call system updated. It s imperative that the Spinal Cord Injury Unit acquire this specific Jeron brand call system, so the entire East Orange VAMC is unified under one call system.

Standard Communications, Inc. is authorized to distribute this equipment from original equipment manufacturer (OEM) Jeron Electronic Systems, Inc. The North American Industry Classification System (NAICS) code for this requirement is 334290 Other Communications Equipment Manufacturing. The Product Service Code is 5830 Intercommunication and Public Address Systems, Except Airborne.

While this synopsis DOES NOT constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Standard Communications, Inc., is the only vendor that can provide the required JERON Provider 790 Nurse Call System.

However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to Jonathan Kilgore, Contracting Officer at jonathan.kilgore@va.gov no later than 9:00 AM EST on August 4, 2025. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
