COSMED WARRANTY COVERAGE

INTENT TO SOLE SOURCE FAR 8.405-6 Network Contracting Office (NCO) 2, Department of Veterans Affairs intends to award a firm-fixed price sole source contract to Cosmed USA Inc. under the authority of FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." The proposed procurement is for a full service maintenance warranty for ten (10) Cosmed equipment pieces including the following:

Quark Pulmonary Function Testing (QPFT), Quark Body Plethysmography (Q-Box), Quark Cardiopulmonary Exercise Testing (CPET), Quark T12X Wireless Stress Testing ECG, and K5 Wearable (Mobile CPET). This equipment is located at the VA New Jersey Health Care System, 385 Tremont Ave, East Orange, NJ 07018. This equipment is currently in use at these facilities. The North American Industry Classification System (NAICS) code for this procurement is 541990 All other Professional Scientific and Technical Services.

No solicitation package will be issued. This notice of intent is not a request for competitive quotes. The Government will consider responses and comments received by 10:00 AM Eastern Standard Time on August 8, 2024. Inquiries will only be accepted via email to megan.ross3@va.gov. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
