NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Lyons VA Medical Center, 151 Knollcroft Road Lyons, N.J. 07939 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to AmeriCon, Inc. 150 Chambers Bridge Rd., Brick, NJ 08723, to perform emergency generator annunciator panel installation.

The place of performance is the Lyons VA Medical Center, 151 Knollcroft Road Lyons, N.J. 07939. This action will result in a Firm-Fixed Price contract with a period of performance of forty-five (45) calendar days.

This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than May 23, 2024, at 3:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.

Verbal responses are not acceptable and will not be considered. If after May 23, 2024, at 3:00 PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with AmeriCon Inc. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.

A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.

SCOPE OF WORK Objectives The Objective of this acquisition is to procure Construction Services which will assist the VA in ensuring the successful completion of the installation of a new annunciator panel in unit B West of Bldg. 143 at the Lyons VA campus. Period of Performance The period of performance shall be 45 days from notice to proceed. Place of Performance / Place of Delivery The place of performance for this contract is Lyons VA Medical Center, 151 Knollcroft Road Lyons, N.J.

07939 Scope or Tasks (for services) The contractor shall install a new annunciator panel in unit B West of Bldg.143, Contractor will run all necessary wiring and all material necessary to accomplish the services as described in the statement of work (SOW):

Services: Vendor will supply and retrofit controls on Enercon previous install of existing control system. Vendor will remove analog gauges and controls, and update/upgrade to a digital controller with an additional annunciator panel. Vendor will supply and install a NFPA(110) rated annunciator panel with 15 slot status indication. Vendor will terminate wire on new remote annunciator.

Vendor will Supply & Install 2 Conduit as Required in The Exterior Generator Building from The VA Approved 4 Open Junction Box to New Upgraded Control Panel on Existing Generator. Vendor will Supply & Install 2 Conduit from Building # 143 Open Junction Box in Switch Gear Room # N113 To Destination Annunciator Control Panel in Room #W218. Vendor will Install 2 Conduit in Ceiling from Room #N113 To Corridor #N100, Then to Corridor #W100D Then to First Floor Electrical Closet #W103.

From Electrical Closet #W103 To Second Floor Electrical Closet #W204 Then Across Hallway Ceiling to Destination Room # W218. Vendor will Pull (22) #12 Gauge THHN Conductors from Building #143 Exterior Generator Room, through (VA Approved 4 Underground Chase Way) To Building #143 Switch Gear Room # N113, Then Through Previous Installed Conduit to Room # W218.

Vendor will Terminate (22) # 12 Gauge Wires to The New Upgraded Electrical Controller in Exterior # Building 143 Generator Building & Terminate (22) #12 Gauge Wires to The New Annunciator in Room #W218. Vendor will start engine and verify proper operation of new controls as well as proper operation of new remote annunciator. Vendor will provide, set up & take down of a compatible 800 KW 480V temporary generator up to (7) days. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) No materials of this type are anticipated in this contract.
