NOTICE OF INTENT TO AWARD SOLE SOURCE: - Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) intends to award a sole source contract award to B.J. Muirhead for semi-annual tuning, testing, Balancing, and Calibration of the Boilers at the Bath and Canandaigua VA Medical Centers for one base year (05/01/2024 to 04/30/2025) with the provision of four (4) option years. The NAICS code is 811310. - This requirement is to provide semi-annual tuning, all boiler and associated boiler plant device testing as specified in the Boiler Efficiency Institute 7th edition Manual and VHA Directive 1810 D, revised January 4th, 2023. This includes but is not limited to:

Water level controls, Pressure Containment, Fuel Train Safety Devices, Burner and Air Train Safety Devices, Contractor shall supply Combustion Reports from Analyzer of the following equipment at the Canandaigua VA Medical Center, 400 Fort Hill Ave, Canandaigua, NY 14424 and the Bath VA Medical Center 76 Veterans Ave, Bath, NY 144810 from 05/01/2024 to 04/30/2025 with the provision of four (4) option years.

a) Canandaigua VAMC: (3) Keeler Water Tube Boilers, (13) Invensys-Foxboro Analog Steam Flowmeters.

b) Bath VAMC: (3) Cleaver Brooks Water Tube Boilers, (13) Invensys-Foxboro Analog Steam Flowmeters. - Service agreement shall satisfy the standards of the Original Equipment Manufacturer (Cleaver Brooks) and include semi-annual boiler combustion tuning, Boiler Efficiency Institute testing, balancing, and calibration at the Bath and Canandaigua VA Medical Centers. This agreement shall include all parts, labor, and travel.

Contractor shall provide all mobilization and demobilization services such as setting up a work facility including, but not limited to, a shop, storage area, office, services, etc. as required by local and/or state laws/regulations. All technicians performing services shall possess a current OSHA 10-hour training certificate and current lock out/tag out procedure training per OSHA standard 1910.147. - B.J.

Muirhead is the only known, authorized provider in the Bath/Canandaigua, NY area for service agreements on Cleaver-Brooks boiler systems. - THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. If no responses are received, the government will proceed with the award. Responses are due by March 25, 2024, at 10:00 am EDT. Responses shall be submitted via email to Lisa.Harris4@va.gov.
