New Jersey LOTO Procedures Identification and Tagging

The VA New Jersey Heath Care System is seeking services for the development of Lockout/Tagout (LOTO) Procedures.

Background: An internal audit was conducted by the VANJHCS Safety Office reviewing OSHA Regulation 1910.147 and VANJHCS guidelines for the Control of Hazardous Energy Sources: Lock-Out/Tag-Out (LOTO) program. Significant deficiencies in the current program have been discovered and require urgent correction to prevent staff workplace injury, eliminate death risks and immediately comply with OSHA Regulation 1910.147.

Contractor shall provide to VA New Jersey Health Care System (VANJHCS), on-site field survey consisting of identifying and creating an inventory for all equipment subject to Type 1, Type 2, or Type 3 Lockout/Tagout (LOTO) procedures as determined by Federal OSHA Regulation 1910.147 and VANJHCS guidelines. All expression of interest must provide technical capability statement which must describe their capability in relation to this scope of work and this complexity.
