Notice of Intent to Sole Source Notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with William Pevear Architects, Inc. Their Unique Identifier is DXAGU7K2KEK1. The Brockton Medical Center Facilities Projects team is initiating the construction of the 523A5-18-371 Building 4 Elevator Replacement project.

This requirement is to contract to William Pevear Architects, Inc who serves as the Architect/Engineer (A/E) Designer of Record to provide Construction Period Services (CPS) for the project. These services were previously awarded to the A/E Designer of Record but were descoped due to expired funding. The proposed action is to provide follow on CPS during the construction phase of the project.

Construction Period Services are to include, but are not limited to, review and approval of construction submittals, samples, shop drawings, schedules, phasing plans; response to Request for Information (RFI); change order review and recommendations; preparation of cost estimates to Request for Proposal (RFP); cost/time/impact estimates and recommendations relevant to apparent construction plan deviations; site visits as required and/or requested by the VA Contracting Officer and Project Engineer for inspection of ongoing construction including final tests and inspections; documentation of all necessary site visits to the VA Contracting Officer and Project Engineer within one (1) week after the visit; verification and preparation of as-built drawings from contractor supplied marked up prints which the VA will retain permanently.

William Pevear Architects, Inc. is the only vendor/contractor that can provide CPS as the A/E Designer of Record, this acquisition will not be competed. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov. The NAICS is 541310. The size standard is $12.5M. The period of performance for this requirement is 365 calendar days to align with construction. Justification for Single Source Award is attached to this notice.
