Lease vs Purchase RFI for Temporary Chiller Plant Chillers

REQUEST FOR INFORMATION LEASE VERSUS PURCHASE OF CHILLERS FOR TEMPORARY CHILLER PLANT: The VA Connecticut Healthcare System, West Haven Campus, located at 950 Campbell Avenue, West Haven, CT, will soon have a requirement for a firm fixed price construction contract to construct a temporary chiller plant facility.

It is anticipated that this temporary chiller plant will be operational for a period of three to five years while the current chiller plant is demolished, and a new plant is constructed for permanent operation. This temporary chiller plant facility will require four (4) 500 ton air cooled chillers with integral pumps.

Federal Acquisition Regulation (FAR) Part 7.401, Acquisition Considerations, requires agencies to acquire equipment using the method of acquisition most advantageous to the Government based on a case-by-case analysis of comparative costs and other factors. To determine the most advantage method of obtaining the required chillers for this temporary facility, the following information is requested:

Lease Option: Four (4) 500 ton air cooled chillers with integral pumps. All other requirements provided by others: Short term rental or lease 3 years cost per month. Long term rental or lease 5 years cost per month. Freight Delivery for rental or lease. Freight Return for rental or lease. Labor required for delivery for rental or lease. Labor required for return for rental or lease. Maintenance requirement for rental or lease is it included or require a separate contract?

Does to VA perform preventative maintenance requirements? If so, add training costs. Payment requirements for rental or lease. Cancellation, extension and early return conditions and fees for 3 year rental or lease. Cancellation, extension and early return conditions and fees for 5 year rental or lease.

Lease with Option to Purchase: Four (4) 500 ton air cooled chillers with integral pumps. All other requirements provided by others: All costs associated with paragraph 1 above with a purchase price after 3 years. All costs associated with paragraph 1 above with a purchase price after 5 years.

Purchase: Four (4) 500 ton air cooled chillers with integral pumps. All other requirements provided by others: Net purchase price. Freight delivery for purchase. Available warranties length and details of what is covered. Maintenance requirements for warranties. Training and O&M Manuals Service contract availability for purchased equipment. Useful life expectancy for purchased equipment. Trade in or salvage value after 3 years. Trade in or salvage value after 5 years.

Potential obsolescence of the equipment if purchases due to imminent technological improvements. A response is requested by August 30, by 4:00 pm ET, so that the Government can analyze the responses and make a determination of lease versus purchase prior to the solicitation for the construction of the temporary chiller plant, which is anticipated in September 2024.
