Special Notice Special Notice Page 5 of 5 Special Notice *= Required Field Special Notice Page 1 of 5 DESCRIPTION This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions.
This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs Medical Center located at 215 North Main Street, White River Junction VT 05009-0001 has a requirement for the following:

UEI: GNGPUJ9F9AC9. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. this notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement.

This notice will close on July 25, 2024, at 6:00 AM Eastern Standard Time (EST) White RiverJunction Nurse Call Annual Service Contract Scope of Work Vendor to provide parts, components, service, licensing, and software upgrades for the Jeron Nurse call system serving the WRJ VAMC.
Summary: This is for a full service and software support contract for the Jeron Nurse call system.
Hours of Coverage: 24 x 7 x 365 Response Time:
Qualification of Vendor: Vendor will provide documentation of substantial experience in supporting said system. Contracting Officer reserves the right to request factory training certificates from vendor personnel for servicing equipment to show it meets the OEM qualifications and determine qualification of responsibility. Further contractor must demonstrate significant experience providing the facility of secure data and nurse call handling technology.
Specifications of Work: All physical maintenance both preventative and corrective as well as software upgrades and software maintenance will be included in the scope of the contract. Additionally, the contractor should be available for support for projects requiring less than 20 hours of services and for minor /medium system configuration changes. The contractor will provide support daily for urgent corrective items as they arise. The contractor will provide remote support weekly to check for system faults, errors, and failures to ensure the system maintains functionality. The contractor will be onsite no less than monthly for system health checks and preventative and corrective maintenance.
Guaranteed Uptime: Due to the nature of this equipment and its requirement for safe healthcare operations, VA requires an uptime of 98%.
Updates: All updates will be provided by the OEM and applied by the contractor.
Documentation Requirements: All operators and service manuals shall be provided by vendor to VA when available. Service reports and summary updates will be provided within 24 hours of repair to the VHAWRJCE@va.gov email group. Services and parts not covered by contract: The contractor will provide all parts, labor, and travel for nurse call equipment. The exception is for equipment noted as physically abused by VA and where the contractor can provide documentation to support said claim.
Records Management Language for Statement of Work (SOW): The following standard items relate to records generated in executing the contract and should be included in a typical procurement contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C.
552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records.
Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract.
The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data.
Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer.
The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.
Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
